EC and NIA Officials to Brief Parliament on Proposed CI for Ghana Card Voter Registration

On Tuesday, February 28, 2023, the Electoral Commission’s Chairperson, Jean Mensa, and the Executive Secretary of the National Identification Authority, Kenneth Attafuah, are scheduled to appear before Parliament to brief lawmakers on the commission’s proposed Constitutional Instrument (CI).

Last Thursday, the Minority in Parliament objected to the briefing by EC officials due to Mensa’s absence from the House.

The EC’s CI proposes to use the Ghana Card as the primary document for voter registration in the upcoming general elections. The Majority Leader, Osei Kyei-Mensah-Bonsu, announced that Mensa will appear before legislators on Tuesday for the committee of the whole meeting.

In response to reports claiming that a Constitutional Instrument seeking to make the Ghana Card the sole registration document for elections had been passed, Parliament released a statement denying the reports.

The statement clarified that the House had only held pre-presentation discussions on the CI to gather input from relevant sources for the drafting of the Constitutional Instrument.

Additionally, the statement noted that Parliament does not pass Constitutional Instruments.
